स वह्नि॑भि॒र्ऋक्व॑भि॒र्गोषु॒ शश्व॑न्मि॒तज्ञु॑भिः पुरु॒कृत्वा॑ जिगाय। पुरः॑ पुरो॒हा सखि॑भिः सखी॒यन्दृ॒ळ्हा रु॑रोज क॒विभिः॑ क॒विः सन् ॥३॥
sa vahnibhir ṛkvabhir goṣu śaśvan mitajñubhiḥ purukṛtvā jigāya | puraḥ purohā sakhibhiḥ sakhīyan dṛḻhā ruroja kavibhiḥ kaviḥ san ||
सः। वह्नि॑ऽभिः। ऋक्व॑ऽभिः। गोषु॑। शश्व॑त्। मि॒तज्ञु॑ऽभिः। पु॒रु॒ऽकृत्वा॑। जि॒गा॒य॒। पुरः॑। पु॒रः॒ऽहा। सखि॑ऽभिः। स॒खि॒ऽयन्। दृ॒ळ्हा। रु॒रो॒ज॒। क॒विऽभिः॑। क॒विः। सन् ॥३॥
स्वामी दयानन्द सरस्वती
राजा कैसे जनों के साथ मित्रता करे, इस विषय को कहते हैं ॥

राजा कीदृशैः सह मित्रतां कुर्य्यादित्याह ॥
हे सज्जना ! यो मितज्ञुभिर्ऋक्वभिर्वह्निभिः कविभिः कविः सन् सखिभिः सखीयन् सन् पुरोहा दृळ्हाः पुरो रुरोज गोषु शश्वत् पुरुकृत्वा शत्रून् जिगाय स एव युष्माभिर्मन्तव्यः ॥३॥

With whom should a king form friendship-is told.
O good men ! you should regard him as a good ruler who being a destroyer of the cities of the enemies, breaks even the firm cities or forts of the foes being assisted by his friends by farsighted wise men who are seated on their contracted knees (thighs) bearers of great responsibilities or conveyors of happiness and admired by all, he himself being a highly learned person and a true friend. He conquers his enemies by his constant inspiring and spirited speeches among his warriors.
