वृषा॒ ह्यसि॒ राध॑से जज्ञि॒षे वृष्णि॑ ते॒ शवः॑। स्वक्ष॑त्रं ते धृ॒षन्मनः॑ सत्रा॒हमि॑न्द्र॒ पौंस्य॑म् ॥४॥
vṛṣā hy asi rādhase jajñiṣe vṛṣṇi te śavaḥ | svakṣatraṁ te dhṛṣan manaḥ satrāham indra pauṁsyam ||
वृषा॑। हि। असि॑। राध॑से। ज॒ज्ञि॒षे। वृष्णि॑। ते॒। शवः॑। स्वक्ष॑त्रम्। ते॒। धृ॒षत्। मनः॑। स॒त्रा॒ऽहम्। इ॒न्द्र॒। पौंस्य॑म् ॥४॥
स्वामी दयानन्द सरस्वती
अब प्रजाविषय को अगले मन्त्र में कहते हैं ॥
हरिशरण सिद्धान्तालंकार
स्वक्षत्रं मनः, सत्राहं पौंस्यम्
स्वामी दयानन्द सरस्वती
अथ प्रजाविषयमाह ॥
हे इन्द्र ! हि यतस्त्वं वृषासि राधसे जज्ञिषे यस्य ते वृष्णिः शवः स्वक्षत्रं यस्य ते धृषन्मनो यस्य ते सत्राहं पौंस्यं चास्ति तं त्वां वयं राजानं मन्यामहे ॥४॥

The duties of the people are told.
O king ! as you are mighty or showerer of happiness and as you are born for the sake of prosperity, as your strong and kingdom showers joy, your mind is strong and indomitable and your manliness and the observance of truthfulness etc. are beneficent to men. Therefore we make you as our ruler.
