श्रा॒वयेद॑स्य॒ कर्णा॑ वाज॒यध्यै॒ जुष्टा॒मनु॒ प्र दिशं॑ मन्द॒यध्यै॑। उ॒द्वा॒वृ॒षा॒णो राध॑से॒ तुवि॑ष्मा॒न्कर॑न्न॒ इन्द्रः॑ सुती॒र्थाभ॑यं च ॥३॥
śrāvayed asya karṇā vājayadhyai juṣṭām anu pra diśam mandayadhyai | udvāvṛṣāṇo rādhase tuviṣmān karan na indraḥ sutīrthābhayaṁ ca ||
श्र॒वय॑। इत्। अ॒स्य॒। कर्णा॑। वा॒ज॒यध्यै॑। जु॒ष्टा॑म्। अनु॑। प्र। दिश॑म्। म॒न्द॒यध्यै॑। उ॒त्ऽव॒वृ॒षा॒णः। राध॑से। तुवि॑ष्मान्। कर॑त्। नः॒। इन्द्रः॑। सु॒ऽती॒र्था। अभ॑यम्। च॒ ॥३॥

फिर उसी विषय को अगले मन्त्र में कहते हैं ॥

पुनस्तमेव विषयमाह ॥
हे सत्योपदेशकाचार्योपदेशक ! त्वमस्य कर्णा वाजयध्यै जुष्टामनु श्रावय येनाऽयं दिशं मन्दयध्यै उद्वावृषाणस्तुविष्मानिन्द्रो राधसे नः सुतीर्थाभयञ्चेदेव प्र करत् ॥३॥

The duties and attributes of a ruler are described.
O preacher of truth (Acharya or preceptor or teacher)! in order to give the kingdom of knowledge into his ears a sound policy be followed by good kings, in order to please fully the people by all means. After having possessed this strength, the mightiest ruler may provide us Acharya (preceptor) and observing of Brahmacharya, truth etc. With these qualities, we may overcome all miseries and fear and then wealth of all types.
