यं नु नकिः॒ पृत॑नासु स्व॒राजं॑ द्वि॒ता तर॑ति॒ नृत॑मं हरि॒ष्ठाम्। इ॒नत॑मः॒ सत्व॑भि॒र्यो ह॑ शू॒षैः पृ॑थु॒ज्रया॑ अमिना॒दायु॒र्दस्योः॑॥
yaṁ nu nakiḥ pṛtanāsu svarājaṁ dvitā tarati nṛtamaṁ hariṣṭhām | inatamaḥ satvabhir yo ha śūṣaiḥ pṛthujrayā aminād āyur dasyoḥ ||
यम्। नु। नकिः॑। पृत॑नासु। स्व॒ऽराज॑म्। द्वि॒ता। तर॑ति। नृऽत॑मम्। ह॒रि॒ऽस्थाम्। इ॒नऽत॑मः। सत्व॑ऽभिः। यः। ह॒। शू॒षैः। पृ॒थु॒ऽज्रयाः॑। अ॒मि॒ना॒त्। आयुः॑। दस्योः॑॥

अथ राजविषयमाह।
हे विद्वांसो यं हरिष्ठां नृतमं स्वराजं पृतनासु द्विता नकिस्तरति यः पृथुज्रया इनतमो ह शूषैः सत्वभिः सह दस्योरायुर्न्वमिनात्तं सर्वाऽधीशं कुरुत ॥२॥

The duties of a Ruler or President are told.
O learned persons ! you should elect the Chief of the State or President only such a person, who is dependable and has the greatest capability of leading the people. Shining like the sun on account of his splendor, and unsurpassed in the armies, such a leader should possess at least the double strength than his opponents, is supreme in sway, and attended by his faithful and powerful warriors. Being possessed of great impetus, he destroys the energies and life of the thieves, robbers, foes and other wicked persons.
