इन्द्रं॑ वृ॒त्राय॒ हन्त॑वे पुरुहू॒तमुप॑ ब्रुवे। भरे॑षु॒ वाज॑सातये॥
indraṁ vṛtrāya hantave puruhūtam upa bruve | bhareṣu vājasātaye ||
इन्द्र॑म्। वृ॒त्राय॑। हन्त॑वे। पु॒रु॒ऽहू॒तम्। उप॑। ब्रु॒वे॒। भरे॑षु। वाज॑ऽसातये॥

The duties and attributes of a king are told in the fifth mantra.
O brave warriors of the army! I the Chief Commander of the Army invoke Indra, (a king-giver of abundant wealth). He is invited and praised by many in order to give a crushing defeat to the enemy. He awards justice like a cloud, in the battle for the distribution of wealth and other thing. So you should also invite him to do likewise.
