दिशः॒ सूर्यो॒ न मि॑नाति॒ प्रदि॑ष्टा दि॒वेदि॑वे॒ हर्य॑श्वप्रसूताः। सं यदान॒ळध्व॑न॒ आदिदश्वै॑र्वि॒मोच॑नं कृणुते॒ तत्त्व॑स्य॥
diśaḥ sūryo na mināti pradiṣṭā dive-dive haryaśvaprasūtāḥ | saṁ yad ānaḻ adhvana ād id aśvair vimocanaṁ kṛṇute tat tv asya ||
दिशः॑। सूर्यः॑। न। मि॒ना॒ति॒। प्रऽदि॑ष्टाः। दि॒वेऽदि॑वे। हर्य॑श्वऽप्रसूताः। सम्। यत्। आन॑ट्। अध्व॑नः। आत्। इत्। अश्वैः॑। वि॒ऽमोच॑नम्। कृ॒णु॒ते॒। तत्। तु। अ॒स्य॒॥

यः सूर्य्यो न दिवेदिवे हर्यश्वप्रसूता प्रदिष्टा दिशो मिनाति। आद्यद्योऽश्वैरध्वनः समानट् विमोचनं कृणुते तदित्त्वस्य भूषणमिति वेद्यम् ॥१२॥

The functions and duties of the State officials are described.
The man who is full of splendor like the sun, does not go against the directions created by the sun whose rays are his horses and punishes only the unjust and the wicked. Such a man transgresses the paths by his horses, which he lets loose when his journey is over and acts properly. It is his ornament (to discharge his duties).
