अ॒स्य शासु॑रु॒भया॑सः सचन्ते ह॒विष्म॑न्त उ॒शिजो॒ ये च॒ मर्ताः॑। दि॒वश्चि॒त्पूर्वो॒ न्य॑सादि॒ होता॒पृच्छ्यो॑ वि॒श्पति॑र्वि॒क्षु वे॒धाः ॥
asya śāsur ubhayāsaḥ sacante haviṣmanta uśijo ye ca martāḥ | divaś cit pūrvo ny asādi hotāpṛcchyo viśpatir vikṣu vedhāḥ ||
अ॒स्य। शासुः॑। उ॒भया॑सः। स॒च॒न्ते॒। ह॒विष्म॑न्तः। उ॒शिजः॑। ये। च॒। मर्ताः॑। दि॒वः। चि॒त्। पूर्वः॑। नि। अ॒सा॒दि॒। होता॑। आ॒ऽपृच्छ्यः॑। वि॒श्पतिः॑। वि॒क्षु। वे॒धाः ॥

ये हविष्मन्त उशिज उभयासो मर्त्ता यस्यास्य शासुर्विक्षु सचन्ते यो होताऽऽपृच्छ्यो वेधा विश्पतिर्दिवः पूर्वश्चिदिव धार्मिकै राज्याय न्यसादि नियोज्यते सर्वैः स च समाश्रयितव्यः ॥ २ ॥

How is Agni is taught further in the 2nd Mantra.
The man who is a giver of happiness and acceptor of virtues, who is worthy of being consulted on all important matters, who is highly intelligent as the result of the study of the Shastras, who is protector of the subjects, born out of the light of knowledge, like the sun is placed in charge of the administration of the State by righteous people. He as ruler is liked or approached both by highly learned persons possessing all important articles and desiring Dharma and knowledge as well as ordinary mortals both the officers of the State and the workers.
