स पर्व॑तो॒ न ध॒रुणे॒ष्वच्यु॑तः स॒हस्र॑मूति॒स्तवि॑षीषु वावृधे। इन्द्रो॒ यद्वृ॒त्रमव॑धीन्नदी॒वृत॑मु॒ब्जन्नर्णां॑सि॒ जर्हृ॑षाणो॒ अन्ध॑सा ॥
sa parvato na dharuṇeṣv acyutaḥ sahasramūtis taviṣīṣu vāvṛdhe | indro yad vṛtram avadhīn nadīvṛtam ubjann arṇāṁsi jarhṛṣāṇo andhasā ||
सः। पर्व॑तः। न। ध॒रुणे॑षु। अच्यु॑तः। स॒हस्र॑म्ऽऊतिः॑। तवि॑षीषु। व॒वृ॒धे॒। इन्द्रः॑। यत्। वृ॒त्रम्। अव॑धीत्। न॒दी॒ऽवृत॑म्। उ॒ब्जन्। अर्णां॑सि। जर्हृ॑षाणः। अन्ध॑सा ॥

हे राजप्रजाजन ! यथा धरुणेष्वच्युतोऽर्णांस्युब्जन्निन्द्रो नदीवृतं वृत्रमवधीत्, स च पर्वतो नेव वावृधे पुनः पुनर्वर्धते, यद्यस्त्वं शत्रून् हिन्धि सहस्रमूतिस्तविषीषु जर्हृषाणः सन्नन्धसा वर्द्धस्व ॥ २ ॥

How is that Indra is taught further in the 2nd Mantra.
O men, officers and subjects of the State, as Indra (sun) slays Vritra (cloud) that surrounds the sky and causes rivers to flow by raining, he stands like the mountain firm in the winds which uphold the world and makes waters fall down on earth and waxes mighty, in the same way, you should slay the enemies and endowed with a thousand means of protection, delighting all, grow with nourishing food.
