त्वम॒पाम॑पि॒धाना॑वृणो॒रपाधा॑रयः॒ पर्व॑ते॒ दानु॑म॒द्वसु॑। वृ॒त्रं यदि॑न्द्र॒ शव॒साव॑धी॒रहि॒मादित्सूर्यं॑ दि॒व्यारो॑हयो दृ॒शे ॥
tvam apām apidhānāvṛṇor apādhārayaḥ parvate dānumad vasu | vṛtraṁ yad indra śavasāvadhīr ahim ād it sūryaṁ divy ārohayo dṛśe ||
त्वम्। अ॒पाम्। अ॒पि॒ऽधाना॑। अ॒वृ॒णोः॒। अप॑। अधा॑रयः। पर्व॑ते। दानु॑ऽमत्। वसु॑। वृ॒त्रम्। यत्। इ॒न्द्र॒। शव॑सा। अव॑धीः। अहि॑म्। आत्। इत्। सूर्य॑म्। दि॒वि। आ। अ॒रो॒ह॒यः॒। दृ॒शे ॥

पुनः स कीदृशः किं कुर्यादित्युपदिश्यते ॥
हे इन्द्र ! यत्त्वमपिधाना सूर्य इव शत्रुबन्धनान्यपावृणोर्दूरीकरोषि यथायं रविः पर्वते मेघे जलं दानुमद् वस्वधारयन् सन् वृत्रं विद्युदिव शत्रूनिदवधीः किरणाः सूर्यमिव दृशे न्यायमारोहयस्तस्मात् त्वं राज्यं कर्त्तुमर्हसि ॥ ४ ॥

How is he (Indra) and what should he do is taught further in the fourth Mantra.
(1) O Indra (President of the Assembly) as thou removest the shackles of the enemies as the sun takes off all covering of the water, like the sun bearing the life-giving water in the cloud or the mountain, thou givest wealth to a man who is firm like the hills. As the lightning strikes the cloud, thou strikest down the enemy with thy might. As the rays exhibit the sun in the sky, so that people may see him, in the same manner, thou manifestest justice for all to see. Therefore thou art fit to rule. (2) The Mantra is also applicable to God who establishes the sun in the sky for all to see. It is He who destroys all internal enemies by giving power to His devotees to resist them and gives happiness. Rishi Dayananda refers clearly to this spiritual interpretation in the Bhavartha or purport given below.
