नू इ॒त्था ते॑ पू॒र्वथा॑ च प्र॒वाच्यं॒ यदङ्गि॑रो॒भ्योऽवृ॑णो॒रप॑ व्र॒जमिन्द्र॒ शिक्ष॒न्नप॑ व्र॒जम्। ऐभ्य॑: समा॒न्या दि॒शास्मभ्यं॑ जेषि॒ योत्सि॑ च। सु॒न्वद्भ्यो॑ रन्धया॒ कं चि॑दव्र॒तं हृ॑णा॒यन्तं॑ चिदव्र॒तम् ॥
nū itthā te pūrvathā ca pravācyaṁ yad aṅgirobhyo vṛṇor apa vrajam indra śikṣann apa vrajam | aibhyaḥ samānyā diśāsmabhyaṁ jeṣi yotsi ca | sunvadbhyo randhayā kaṁ cid avrataṁ hṛṇāyantaṁ cid avratam ||

पुनः के चक्रवर्त्तिराज्यं कर्त्तुमर्हन्तीत्याह ।
हे इन्द्र त्वं शिक्षन्सन्नप व्रजं कुटिलगामिनमिव व्रजं जनमपावृणोः। अङ्गिरोभ्यो यत्पूर्वथा प्रवाच्यं तच्च नु गृहाण। यस्त्वमेभ्यः सुन्वद्भयोऽस्मभ्यं समान्या दिशा शत्रूनायोत्सि जेषि च हृणायन्तमवृतं चिदिव वर्त्तमानमव्रतं जनं रन्धय च तादृशं कञ्चिदपि दुष्टं दण्डदानेन विना मा त्यज। इत्था वर्त्तमानस्य ते तव इहामुत्रानन्दसिद्धिर्भविष्यतीति जानीहि ॥ ४ ॥

Who deserve to rule empire is told further in the fourth Mantra.
O Indra ! ( Destroyer of ignorance by good teaching ) giving good knowledge, thou removest the person who is treading upon the path of crookedness and un-righteousness. Take always what is praiseworthy for leaned persons who should be loved like one's own self. For the benefit of the performers of Yajnas and other good deeds, thou fightest with and conquerest enemies from all sides. Slay him who behaves like an animal and who is devoid of truthfulness and other vows, acting falsely. Don't leave any wicked person without giving proper punishment. Thou shouldst know that it is only doing like this that thou wouldst attain bliss here and hereafter.
